I would have to say a witch because they don't have a specific way to kill them. They would use magic to turn the werewolf back to a human(or sh0ot him with silver) Use a solar flare on a vampire and crispy fry a zombie until it were dust.

The vampire, if he's like Bela Legosi. He's got that mind power, you know, to control, and he'd control the witch into killing the zombie and the werewolf and then herself, so the vampire'd win.
