today my cousin gave me his old muffler which is like brand new.
only thing is, is that it needs to be welded to be put on.
how much would it probably cost to get a shop to do this?.
and how long would it take?

Most muffler shops have a minimum labor charge, usually about 3/4 of their one hour shop rate.

I really think that it depends on what part of the country that you're in, because prices are certainly going to vary from one place to another.
I had mine installed and it only cost 15 bucks just and as you are describing, that is welding it on.
The muffler cost me about 25 bucks and I don't think it took him over 20 minutes

This was in southern Illinois.

It would be cheaper to go to a parts store and buy one that fits and you can install it with a clamp.
Many shops get $60-$100 an hour.
