IMO fair/rosey skin is the hardest to find colors for. Many products look fine, until you put them on and they turn your skin yellow or orange, ha! Looking like an Oompa Loompa is NOT fun!
Foundations:
She should search for products with pink undertones or that are labeled as "cool," colors. Anything "warm," will probably turn out orangish.
Colors:
For eyes dark browns, nice blues, dark green, and maybe purples will work well. Avoid light green, orangy browns, bronze, yellow, orange, or gold.
For lips a light pink or a sheer gloss will probably be all she needs for a nice day look. For a more dramatic look, try "cool" colors in berries and pinks, maybe reds if they aren't too bold.
For cheek colors, pinch your cheeks a little or take note of the color you turn when you are flushed or embarrased and try to get a color that matches that.
This site has a virtual make over, I tried to pick the correct model, but play around a little until you find the right one and some colors you like. There are also application tips on here your friend should try.

Estee Lauder has some awesome foundations for fair skin. Go into any one of their counters on a weekday afternoon and your friend can take home a sample of foundation and get a fresh idea of some good colors for her.
Some really soft pinks, browns and ivory eyeshadows (Estee Lauder colors to try: golden seduction pure pops eyeshadow, cinnamon pure color eyeshadow, baby pink pure color eyeshadow) can look great if put on to accentuate her own natural appearance. She may also want to start with brown eyeliner. Black will scare her away from makeup because she's not used to seeing anything on her eyes. If her eyelashes are more light brown like her hair, use a brown mascara, black if her lashes are dark. My favorite mascara: Estee Lauder More Than Mascara in Black
Lips are probably best with a pinkish beige gloss, try the Blush in the High Gloss Shine at Estee Lauder with a pinky beige lipliner like the fig.
A light bronzy cheek color like Bronze Goddess by Estee Lauder will compliment her features and tone down the rosiness.
As you can tell, I know this company well, and their website is a great tool to check the colors out before she tries them on.

because this is like her first time wearing makeup, start with the basics:
black pencil eyeliner on top (bottom for a more dramatic look)
black mascara
brown contrasts well with blue eyes so brown eyeshadow
pink blush
if she needs (powder, foundation, concealer)
and maybe a sheer gloss
just experiment with a little at a time and see what types of makeup she likes then voila! she'll find her signature look soon :)

clinique has really good foundation for fare skin, almay has good bronzer that is fairly light so she doesn't get that orange-y look, for eye make-up go for the almay intense-eye line (they have shadow, liner, and mascara in coordinated shades) and if she has rosey skin I'm not sure she will need blush but if so try a very pale pink shade, peach shade or maybe just add a little extra bronzer.

Go straight to the MAC counter, I've tried almost everything out there and MAC is this place to be. They will hook you up, and if you get home and change your mind they will give you a refund. Most places won't if its already been opened.
