One mistake that I can spot is "B-used an apostrophe incorrectly". You used the word "governments" posessively so there should be an apostrophe before the s, like "government's inability". Otherwise, it's plural for government, like "many governments".
By the way, some answerers are wrong: there is nothing wrong with your use of the semi-colon. It doesn't have to be two separate sentences.

The answer is C. Sorry noone agrees with me.
1, its not A, there is no incorrect caps
2, it can't be B, there is no apostrophe is the sentence
3, it can't be D, those are 2 full sentences so its not a fragment.
The answer is C because it the punctuation between the sentences is what is wrong.

What's wrong with this sentence? The first one to get this right gets the best answer. What's wrong with this sentence? I've swum the wrong way on accident. Correct: I swam the wrong way by accident.

It's B. You need an apostrophe after governments, because it is showing posession.
