The numbers 8 and 9 are not used.

Consider base 10. The digits 0-9 are the only ones used. After that, you must begin combining the digits (i.e '1' and '0') to form new digits. In binary, or base two, the digits 0-1 are used. In base five, the digits 0-4 are used. In base 8, or octal, the digits 0-7 are used, leaving 8 and 9 the only unused digits.

octal numbering would use the numbers 0-7. This is because the next digit up will represent the next power of 8, and therefore it would be pointless to have an eight in that digit. It is the same reason that, for example, 10 cannot represent a digit in base ten numbering, because if you have ten ones, you would represent it as one ten.
