I know it's part of the jingle bells song, but what does that particular phrase mean?

"bob-tail" is what they call the horse that's pulling the sleigh. He's wearing bells.

Only dolphin mama got the right answer. Kudos ! You know christmas is associated with merry making. The sleigh riders were having a joy riding. They were singing,laughing & shouting making their spirits bright. While the sleigh is being pulled dashing thru the snow the bells, (just like the size of the ones being hung in a deco christmas tree at home) tied to the short or cut tail of a horse making it bobbed, are ringing to the tune of their merry making.

It refers to the horse pulling the sleigh. It has had its tail "bobbed", that is shortened. The bells are not on its tail. The horse is being refered to as a bobtail. The bell are on its harness.

They used to tie bells to the tails (which were shortened, or bobbed) of the horses that pulled the sleigh.

I believe "bob tails" are Rein Deer, you know like Rudolf and the rest of them. The bells are tack, or decoration on the Deer that ring as they are pulling the Sleigh.
