If you click on the "Start" button, go to Accessories, then System Tools, and then Character Map, you can hover over symbols and get information. They have all kinds of symbols there with the names and how to do them. These symbols are named "Greater-than" and "Less-than" symbols. I guess those are the official names!

About the first response - Wikipedia goes on to say the following, which says that they are not angle brackets...

"True angle brackets are not available on a typical computer keyboard, so the "less than" and "greater than" symbols are used instead (<, >). "
