T.V. series Hereos, that gave all those people there super-hero abilities ? Who put that mark on the neck of those super-hero's ?
My son Matt, learned how to type almost a year ago. He does quite well.

No One gave them the abiltities, if you follow the Suresh thinking Humans evolved to the point where they began having these abilities.
Mr Bennett is not giving people abilities, he is cataloguing them and in some cases assisting them with bringing them out but the gifts are within the person already.
now Sylar is stealing them...

It's still a mystery. I don't think we've met all the players yet. Mr. Bennet (the guy in the horned rimmed glasses) is always on the phone with a mystery person we haven't seen. It's going to be a long month until it comes back on...lol
