I'm really winging it on this. DON'T accept anything unless it makes sense to YOU.
If you change the "b" to a "y" you have the cook book formula "y = mx + b.... y = 7x - 3. This would be the formula for a straight line rising steeply to the right (a positive slope of 7) with an intercept on the vertical axis of -3

If it's x, then x = (b + 3) / 7
However, you may have written this wrong. I think you meant to write:
y = 7x - 3 (equation of a line with a slope of 7)
in which case, b, the y-intercept would be = - 3.
