I think your talking about the actor David Leisure. He was on the Toyota commericals in the 80's and was also featured as "Joe Izuzu" for the Izuzu car ads. He was quite funny as pulling of his lying Joe skit and he parlayed that into a successful acting gig on several sitcoms. His most notable sitcom was on "Empty Nest" back in the late 80's and early 90's where he played the annoying neighbor...Charley Dietz.

Joe Isuzu was indeed David Leisure but Squire Freidel was on the Toyota commercials for years.
