► Just use NVU editor (www.nvu.com), it's free and wont tie you down to one method of editing. NVU pages can be transferrable to frontpage or dreamweaver html editor
SEE http://www.interkeys.com/htmleditor for more info on Premium HTML Editors (WYSIWYG)
► For free hosting, try google superpages or yahoo geocities ,
its sort of free hosting, but you are limited to a subdomain on googlepages & geo has ads on your website - otherwise I would use http://www.interkeys.com/tophosts to get one for a few bucks a month with 500 GIG bandwidth and the rich with features
its up to you how developed a site you want and if you want to use your own domain name

I had listed a few URLs below for your reference. I had already tried both of them and so far, I had these few words of advice.
Geocities:
This web host give you more freedom of playing, as long as your files are not too big, you can post your songs and your own graphical design for your website. Provided you have a file transfer software to propogate your files to the web host's servers. You will also need to have adequate HTML knowledge.
Blogger:
Suitable for only bloggering, it does not allow any residue of song files on the old and new beta version. (P/S: if it has, it means I had not totally explore the website) but so far I had not be able to post song on the website, but I was able to post my banners and choose the appropriate background design from it's database of pre-designed background graphics.
Give it a try! Cheers!

yahoo and geocities have a partnership, if you have yahoo you can link your geocities webpage and it. If you aren't happy with that solution have you tried to do some research on your own... try doing a google search for "free webpage", I'll bet you get enough results to find the one that best fits the use that you want your site for.
