Darth Vader made Lando "an offer he can't refuse!"
The original deal was to capture Han, Leia and Chewbacca in order to use them as bait for Luke.
In the deal, Darth Vader would only take Luke to the Emporer, everyone else was to remain in the custody of the sky city and Lando. The Empire would also then allow Lando's Sky city to continue operating "Outside" of imperial rule, for a "predisclosed fee" or Tax which is never truly revealed. Lando cannot operate within the Empire, because his clients are all on the "black market"...
However as a reward/fee to Boba Fett for tracking them down, Darth Vader allowed Boba to take Han Solo to Jabba the Hut to collect the bounty on his head.
As the trap progresses, Darth Vader changes the deal, and decides to take Leia & Chewbacca as well..and ultimately this is what causes Lando to break the deal and Help Leia & chewbacca...and ultimately the resisstance as well.

Are you sure you saw 'The Empire Strikes Back'? Lando DID NOT sell out the others. He did what he had to do to buy enough time to come up with a plan for ALL to escape the clutches of Darth Vader. Had he NOT 'sold' them out, he and his would've been killed. Then, Han & Leia would've been killed. And he knew this, so by 'pretending' to make a 'deal' with Vader, he bought just enough time for his army to help ALL escape. Lando was very smart to do this.

Lando made a "deal" with Darth Vader to have him leave his Sky city alone... Much like a bully would charge for NOT beating you up. In return Lando would allow the Empire to capture Han and use him as bait for Luke Skywalker. When Luke showed up, he had to fight Darth Vader.

Lando probably finalised the deal IE asked that he could keep Leia and Chewee as long as they never left Bespin or Cloud City oh and there was probably some strong language from Han who thought that Lando was his friend (apparently they went way back)
