There are several reasons.
President Wilson always wanted to join the fighting, but the American public was convinced that a policy of isolationism was best for their interests, that was, however, until actions by Germany provoked the Americans into war.
The two prime examples of german provokation were the policy of unrestricted submarine warfare and the Zimmerman note.
Unrestricted Submarine Warfare was the German policy of sinking all ships within a zone around the British Isles. This severly hurt trade for the U.S whose economy largely depended on its sale of supplies to the European Allied powers. It also resulted in events such as the sinking of the Lustannia (sp?), which resulted in the death of American Citizens.
The Zimmerman note was an intercepted message that Britain decoded which was sent by a german diplomat named Zimmerman to the country of Mexico. The note garaunteed the area mexico lost in the Mexican-American war to be returned if the Mexicans went to war with America long enough for the Germans to win in Europe.
This two events sparked American interest in war and provoked congress to send American troops to Europe.

For one thing, the Germans kept sinking American ships with their U-Boats, which of course pissed them off. Also, the Zimmerman letter, which the Brittish intercepted. The Germans sent it to the Mexicans to say that is US entered the war, the Mexicans would join the German side. In return the Germans would return all the Mexican providences, like Texas and the South West.
