The PBS piece didn't capitalize on that, they talked more about how the books were off--wholesale financial fraud going on. The Union Pacific page is a good read though. Part of the problem was the overlapping of work during the final phases. Surveys and grading teams were close and overlapping at times, but obviously not square on until at the last.
