I think the negative effect is what is known as "Normative Social Influence" where basically when someone is watching you perform a task you are well-versed in you will perform better; but if its a task you arent good at you will perform much worse, therefore if a boss keeps a watchful eye on a new employee and it is known to that employee he/she will more than likely do worse

The negative effect is simple...they start to behave and respond in a way they are "expected to" versus what they would actually do if no one was paying them any attention. For some it would be the same, but that is a very small number.

Simple example...put a camera in front of a group of kids and what do they do? They start to behave in ways that will cause the person behind the shutter to take their picture. Adults do the same thing.

It takes a lot of resources to watch someone all the time.
