It means a lot of things, Mexican flag has it in the center in the peak of an eagle, this scene was described by the aztec kings to the aztec explores for them to find this and that will be the new aztec empire, Mexico city is built on those aztec ruins.
One of the aztec gods is Quetzalcoatl that means feathered serpent.
