No i would not trust mailing dogs... i find it kind of cruel... try going for local breeders or go to the shelter and adopt a dog, they are just as great as pure bred

Good luck

I would not do it without a lot of references from around the US. If they are breeders that constantly ship pets, you should not have a problem. That price does seem really cheap for purebred dogs. Shipping alone is $100 for a bird (on a plane) so it must be a lot more for a dog.
As for a safe way to do a transaction. Have both parties sign a contract before money is sent. Have something that is pay half now and half when you receive the dogs. With a signed contract, they should agree to it. If they don't, there may be something fishy.
I would suggest, if there are not a lot of shipments from this breeder outside of NJ, go and see the dogs to make sure they are healthy.

That's totally not safe at all. Surely you can find dogs from a breeder or shelter here in CA. You will have much more recourse if something goes wrong. Health problems, behavior problems etc. You can more readily check references on breeders if they are local or within a reasonable geographic range. You can go to visit the breeding facilities and see the dogs before taking them into your family.

Talk about a pig in a poke! Very unwise in my opinion. If they don't work out for your family will you want to pay another $700 to return them?

Depending on the breed, sounds awfully cheap. I think you would be better off to find go to a shelter and adopt. If you are set on buying a specific breed, find a reputable breeder near you where you can see what the dogs look like, what the parents look like, what conditions they are being raised in, etc. Yes, paypal is safe, but this whole thing sounds pretty fishy to me. Sorry.

Go take a look at the dogs and see if their personality is what you want, if they are healthy, and if they react favorably to you. Secondly, transporting animals requires health certificates, proper caging, and some animals need tranquilizers. And how are they going to be shipped.

A better idea is to find a breeder close to home and work with them on getting your ideal puppy.

Why would you buy dogs you've never met? Even if they don't rip you off with the shipping and never send them, they may have lied to you about their health or temperament. Last time I checked, you could buy dogs in California.
