Are you referring to the 3/5 compromise, where a slave counts are 3/5 of a person for the purpose of deciding how many congressman each state gets? Then after I think 20 years, you can't import any more slaves. Initially the northern states wanted to abolish slavery but the southern states flat out rejected that idea.
