That is already built into Windows. Click on the settings for CONTROL PANEL then Accessibility Options. That includes bigger cursors, bigger fonts, better contrast, and other ways to help people with impaired vision.

You do not need a program to do this. Just go to control panel. Click on mouse. Then click on the pointers tab. On the drop down scheme menu. Scroll down until you see Windows Standard Extra Large system scheme. Click on this. Click on apply then ok. This will make the pointer bigger.

A few years ago I did have something like that and I believe ti was called comet cursor. Try that but I warn you it was years ago and I don't know if its still active
