Most presidential approval ratings are based on simple random sampling. A portion of the population is asked to rate the President's performance on a scale from 1 to 100. Very sophisticated means are used to give a sample that is unbiased, but anomalies do occur. The reason the president's approval rating varies so much is because a variety of companies do independent analyses of the same thing, and this is also coupled with the actual public mood toward him, so the number will fluctuate.
