Unplug the computer, open the case, ground yourself on a metal part of the computer case. The check the power wires that go to the drives, make sure that they are plugged in properly. while in there blow the dust out with canned air. Unplug all the power and IDE ribbon cables, then check the jumpers on the back of the drives and make sure they are set properly. Master and slave configuration. Make the DVD the master and the CD slave.Reconnect the IDE ribbon cable to the drives, reconnect the power connections, use a different plug for the DVD drive though, you should have a extra plug in there that isn't being used, plug the computer back and boot it up See if the CD/DVD drivers reload in Win98. If everything works OK, close the case up. If none of this works, change the DVD drive.

check the back of the drives to see if cd and dvd are both set to master or both to slave. Only one can be in master slot and the other in slave slot. And make sure the power is plug into the dvd. If none of these are causing the problem, then you might have a bad dvd-rom.
