If the problem is purely with the pigment, then a dermatologist would be the best person to see. There are laser treatments that may be able to help reduce the bluish/purple tinge, which may be caused by the veins behind the skin showing through. HTH : )

The psychology of the eyesight takes us into a personal
dimension. The pressure of the skin around the eyes is under
study for television viewers. Studies in this clinically
is an area to make sure of, and good
news is 99 of 100 have not got the serious damage. There is
a check to try. Run water on a towel, medium heat like 90.
Rub softly and watch to see if there is no movement at all of
the bruise or discoloration. If nothing peaks or blushes pink,
or whiter then you could have an actual bruise, or vitamin sign.
Once again 90% of the optic damage from vitamin, misuses,
or bruising is recoverable with general cures. There are small
areas that feed data into the eye, if you have really foggy vision
it may be a true warning to see the doctor. Vitamin shortages
in this area are fruit, liquid, cheese, and pastry. Get more
control of the snack time might work. The vitamin could be a,
or d.

The bags under your eyes are caused more by genetics than anything else. This is because the veins underneath your eyes are closer to the skin. Do not try to use concealer. This will simply highlight the area that you are trying to conceal. To be perfectly honest, there isn't a whole lot that you can do to change it without spending big bucks.

Ok try not to use cover up. Just draw the attention away from it. Use a pink highlighter pencil (pastel shade) and cover up the dark areas. This reflects the light off of the circles. Hope Ihelped : )
