Well, when I since I was interested in all different types of anime, I looked into a university, called Ai, which is sort for art institute of vancouver, it's has all kinds of stuff, and great professors there, that I heard, my friend did her degree out there, so you should look into that school^_-, I don't go there, but my friend told me if you usually have trouble with your course they'll take the time to help you, for example my friend was going for fashion design but she sucked at sewing so she sat down with her prof. and they worked on it together. Vancouver is slightly off more to the northwest but it's still fairly close
