If it is not necessary, you probably should not tell them. If it is someone you deal with frequently, you should challenge yourself to find something you like about them. Everyone has at least one characteristic we can appreciate.

If you mean in the attraction sense, you should just speak from your heart. You want to be gentle and not bruise their ego, but don't feed them a line. Tell them you think they are great (giving examples); however, you do not feel an attraction. Perhaps you can tell them you aren't sure why, you can see they are clearly attractive. You want them to walk away almost feeling better about them self. Otherwise, they will likely see you as a challenge and may persist to get your attention.

The best way to tell someone that you don't like them is by honestly telling them you don't like them. They might even possibly even appreciate it because that way they aren't making up illusions that you like them and eventually really end up hurt. It just letting them know that there isn't nothing there when they might believe there is.

depends on the situation. If you give more specifics, I could advise you further...don't expect someone to just welcome that kind of information, it can lead to all kinds of trouble... if you don't like someone and their company, and if it is at all possible, don't say anything, actions speak louder than words...just avoid them...

If you mean in a relationship kind of way, for example, you take them aside in private and calmly, nicely tell them. "I really appreciate you sharing that with me, you are a great (guy, girl) but I want to be honest with you because you deserve that, I really am sorry to say it but I am not interested in you in that way." there is no need to be unkind but you do need to be firm.

you can simply tell them that you only like them as a friend .. because that's the truth.

If your saying it generally, as in you just don't like the person. I suggest that you keep that to your self and don't say anything at all. We can hurt people's feelings, so watch it.
