Is this done with software or something that each provider must give you?

Wireless

Either a wireless network card connecting to a modem in the vicinity or a wireless modem connecting to WiFi if you're referring to outdoors on laptops. WiFi is something you subscribe to and works if you are in WiFi hot spots providing the service. Some modems can connect through a cellular system also.

Its called Wifi technology. They get the internet connection though a wireless adapter and there is a wireless signal close by to where they are.

It's probably wireless, and yes your ISP(internet service provider) can send you the correct materials you need to use the wireless feature.
