Well I am not sure the reason/s he shed a tear, but I will take the liberty of guessing: Choose anyone of the following reasons:
1) 41-realized that JEB could never be President because W -43 screwed it up for any BUSH in the future...
2) 41 knows that the BUSH dynasty has died a SWIFT (oops, pun, lol) death!
3)41 had a flash of all the deaths caused by his offspring;- remember Jeb promised his brother would be President and look what he did to facilitate that in Florida - This illegitimate president then takes ALL of America to war on a lie, speaking of victory when Kissinger says its impossible and while BAKER is collecting information pointing it to be the biggest disaster possible. So Daddy feels ashamed.
4) 43 overshadows 41's legacy by his insidious Presidency,
5) BUSH name ruined forever
6) He was thinking about Jebs children and all the legal and criminal trouble they have been in....look it up if you dont believe me and I am being quite polite

You obviously don't understand a fathers' love. It is called unconditional love and runs very deep. He was speaking about Jeb, not sure but obviously his love for his son brought him to tears, Jeb has an easy grin, and may be very much like Barbara, if you haven't experienced it, you can't understand.that kind of love.

I would whip my son if I caught him stealing even a penny from someone.
Both of his sons stole more than just a penny.
