not all under developed (now called developing countries) are/remain under-developed for the same reason. that is number one rule. no generalizations apply here. number two -- a question of population explosion not directly related to the development itself. if population -- birth rates are not controlled, than the country becomes poorer because there are more mouths to feed. number three reason is the form of the "elected or non-elected" government
structure. that is very important. most under-developed countries have dictatorial regime -- not all, most. a dictatorial regime or one man, one junta show means -- most of the financial means are in the hand of a few. thus the population almost starves. see some African nations. the case goes on and on. I do not see any solution in the foreseeable future. why? because the western powers (the rich seven or ten countries) have not decided and put their strength to solution the problem. Clinton himself said it -- had we sent "monetary aids --instead of one plane" to India or Pakistan...we would have done great deed. I do not rest my case but i leave the judgment to you.

It is usually caused by a dictator who uses all the
money in his area for himself which leaves the
citizens of that area poor and hungry. That's just one
of the differences in a dictator and a president of a
democracy. We, in America, spend millions of
dollars on different programs to help our poor be
able to survive, put their kids in schools with breakfasts
served, eliminate their taxes, feeding and clothing
the poor, paying them unemployment, finding them jobs,
free home health care, building them homes (Habitat),
and many other helps.
