I don't think it is maggots; maggots only feed on decaying flesh. I hope to god that you don't have a rotten fish... It is likely larvae of some sort of insect attracted to your tank.
Is your fishtank dirty? Do you ever rinse your filter sponge? Do you do weekly water changes?
Pests are attracted to dirty tanks. I clean my tanks weekly and have never had such pests.
Clean your tank - take out 40% of the water and vacuum the water. Take out as many of the worm things as you can. Keep up with weekly water changes of 20-50% per week.

check your filter, change the water Oh my God that's nasty You are not keeping a clean tank for some reason. Geez ya got any fish still alive what kind of fish and is there anything else in the tank? I am doubtful that its maggots, maggots like to breed on something dead or a nasty place like the bottom of a garbage can. sounds to me like your little worms may turn into mosquitos though I have never heard of this happening in a fish tank. that would usually require stagnant water. do not waste another moment on this take some action now. I FORGOT TO ASK
Are the worms in the water- if they are squirming around in the water then its definately not maggots

Something rotten is the culprit! A blow fly has laid it's eggs close to or on a food supply that is decomposing. The eggs hatch into maggots desperatly looking for something to eat.

Some how flies must have gotten in there and laid their eggs. That's what maggots are. Maybe have also gotten into the fish food.

are they maggots? they may be mosquito larvae. Look up pictures and compare...mosquitos are smaller than maggots and i really doubt because maggots dont usually show up in water...but mosquito larvae are very tasty for fish...so dont worry if you find out its mosquitos...

there was obviously a fly and it layed eggs where food was
(fish food possibly?)
you should get out your fish. put them in a temporary tank and clean out the other one
