Liberalism is an ideology, philosophical view, and political tradition which holds that liberty is the primary political value.[1] Liberalism has its roots in the Western Age of Enlightenment, but the term has taken on different meanings in different time periods (there exists a large difference between classical liberalism and modern liberalism).
Broadly speaking, liberalism emphasizes individual rights. It seeks a society characterized by freedom of thought for individuals, limitations on power, especially of government and religion, the rule of law, the free exchange of ideas, a market economy that supports relatively free private enterprise, and a transparent system of government in which the rights of all citizens are protected.[2] In modern society, liberals favor a liberal democracy with open and fair elections, where all citizens have equal rights by law and an equal opportunity to succeed.[3]
Me: Yes, this is what it means. I wonder how many people will give this definition thumbs down because it doesn't fit into their opinion and bias.

I think that the definition of liberalism has been changing. Today, liberal government is expanding government power, becoming a burden on free enterprise and the economy, stretching the use of the constitution, and limiting the voice of the people.

There are several meanings of liberalism. Classical liberalism is very close to what people who now call themselves libertarians believe. In the US people who describe themselves as liberal have the classical views on social issues but favor government policies that promote economic equality, or at least programs that help the needy. They would favor a graduated income tax, minimum wage, aid for college students, and some sort of universal health insurance program. Conservatives have made an effort to equate liberalism with socialism, and opposed to free markets. In this confused mess the label has lost most of its meaning, because the answer you get depends on who you ask.

Gadfly's answer describes libertarianism.
Liberalism, in most countries, refers to the political orientation in the left corner of a Nolan Chart - believing in 100% social freedom but 0% economic freedom. They are socialists who believe people should be free to do as they please. They want to live as they wish, yet be guaranteed the same economic status as everyone else.
