This is a great question. I have thought about this a lot.
My theories:
1. Some people are just insane. They may have brain defect, genetic or injuries.
2. Unfortunate family background such as bad foster homes or abuse.
3. Extreme poverty such as in third world nations. (Not really an excuse, but there may be a need to avoid starvation)
4. Complete obsession with materialism, needing to get the most expensive things, needing to compete and be better than everyone else. This might sound like "insanity" but lots of normal people are like this.
That said, a good person can steer clear of doing bad things IMHO.

people don't choose to be "bad", they choose to be selfish. this is a natural urge. in the early days of humanity, to be selfish was how to survive. you could catch all the food you wanted, but give it away and you still go hungry. kindness is a relatively new thing. it creates organization and order. this is why lion prides, though animals, share among themselves and give to the needy. perhaps humans have strayed back to their primal instincts. those humans are no better than the animals we evolved from. no one can stop primal urges. people act well whne they think others are judging them, though, show everyone around you how judgemental they are and they will either hate you, or start acting better around you.

I think people choose to be bad when bad things happen because they are motivated by it and want to become like the person who did the bad thing. they might be curious and want to try it and if they like it , it will become a habit.

ahh....yes....this is a very good question. It's like some people really want to get into trouble or don't care if they do.
Have you ever noticed that most of the people who are so worried about getting ripped off are the thieves themself?
What ever happened to "Do unto others as you would do unto yourself." ?

Because they don't believe they will be affected by the bad things.
If people were truly convinced that something was really bad, they wouldn't do it. They may know intellectually that it's bad, or know that other people think it's bad, but they wouldn't do it if they believed in their hearts that it was bad.
