A dimebag is a $10 bag of weed. A bong is used to smoke the weed. And to be "ratted out" means to be reported to narcs or some other type of law enforcement.

A dime bag is 10 dollars worth of Weed, a Bong is what you smoke it in (otherwise known as a Tobacco pipe) and ratted out is what it means when someone tells the cops you have a dime bag and bong.
