we would say the number you are trying to fing is x

and 16 is 40% of x which could be written as an equation like this : 16 = 40% x

we have 40% = 40 / 100 = 0.4

=> 16 = 0.4 x or we could write it this way : 0.4x = 16

0.4x = 16
x = 16 / 0.4
x = 40

x = 40 and x is the number you need to find => the number is 40

if you kind of translate the equation it makes it much easier:
think of "is" as an = sign
16=
then 40% also is .4 as a decimal
16=.4
and finally "of what number" is your unknown so you call it x and then multiply it times your percentage
16=.4x
all you have left to do is divide 16 by .4 and you have your answer

40% is the same as 0.4
x is the number you are trying to solve
16 = 0.4x
divide both sides by 0.4
40=x
