if you kind of translate the equation it makes it much easier:
think of "is" as an = sign
16=
then 40% also is .4 as a decimal
16=.4
and finally "of what number" is your unknown so you call it x and then multiply it times your percentage
16=.4x
all you have left to do is divide 16 by .4 and you have your answer

look in your book...theres a really basic formula for figuring out these types of questions...i actually just went over them with the girl im tutoring in algebra b yesterday. we found the formula in the book. sorry i cant remember it, but take a look....it must be in there.
