I don't think billions of lives will be lost, just somewhat displaced. The icecaps on Greenland and Antarctica are on land, so if they melt, it would raise the sea levels. The Arctic Ice cap is floating on the Arctic Ocean, so it's demise would not cause a change in sea levels. I also think that coal consumption is a larger worldwide driver of CO2 than automobiles, since much of the world is not over populated with autos, but the demand for electricity is booming.

Very little, controlling greenhouse gasses isn't the answer either. It is more likely that we will have a mini-ice age like what happened in 1815-16 the Year with no Summer. Volcanic activity will put tons of ash and sulfur dioxide into the upper atmosphere reflecting sunlight and thus cooling the earth before ice caps melt to drown the seacoasts.

Dennis Miller produced a 1975 magazine with a "scientific article" about global cooling last night on the Jay (Bird) Leno Late Night Show.
When volcanos erupt, they produce such a haze and such clouding that they increase the Earth's temperature. Volcanos are many times more "damaging" than humans could ever be unless we set off a thousand atomic bombs! The Earth even leaks a lot of oil from under the sea...but it takes care of it naturally. Not to worry...scare-mongers have been scaring people with warming and cooling stories for many years.

It's a myth. Try this fill a glass with ice, then up to the rim with water. Watch it melt. Guess what? It will never over flow. Most of the ice caps are floating in the ocean. If they melt it wouldn't change the oceans levels. Don't be duped by the bad science that is global warming.

The ONLY answer is releasing less greenhouse gasses (mostly car exhaust).
