this is the second new cable modem i tried....after connecting via usb or ethernet my computer sends packets but doesnt recieve them....its not my internet connection bc i know i have one

You should call your cable service provider. They will remote check it and they may have to send an activate signal to it.

Definately need to contact the cable provider. Most providers need to "provision" your modem on their system by authorizing that specific modem (identified by what is called a MAC (Media Access Control) address) on their network. When a modem is not yet provisioned you will normally see the send and receive indicator lights work but not establish a connection. Some providers allow for self-provisioning. If this is the case the cable modem would need to be connected directly to a computer during the provisioning process and not running through a router (that can be done after provisioning).

Get your service provider to check the line out all the way to your modem by performing the loop test to see if they can communicate with your modem.
If they can, then you might need to see if your modem has any special settings which you might need to change on it (i.e connect to the modem and check the software configuration settings on it)

Sometimes if you turn everything off, then , reload and bring your modem up first completely, then turn your PC on and wait 45 seconds and then try to connect, it might work.
Also check your Ethernet adapter card on your PC to see if the light on it is flashing.
I am also assuming that you have no hardware firewall between you modern and your line. otherwise, check the setting on that too.

Juanita is right but first try restarting the PC. because windows will not recognise the modem without it being turned on and connected at startup. If that don't work then call your ISP and have them initialize the connection.
