Recent political events in Japan have placed a low priority on learning English as a Foreign Language in public schools.

Education Minister Ibuki Bunmei stated that " Teaching English MAY be necessary for students to function in and international society, to speak but for Japanese to speak Japanese correctly is a higher priority"

of course, in any nations it's citizens should speak the native tongue but......

READ BETWEEN THE LINES- Newly elect Prime Minster Abe has formed a right wing nationalist government that even George W. Bush would be envious of! Part of their education reform is to "install a sense of pride in the nation" in students. That "national pride" no longer includes learning foreign languages. All over Japan there are budget cuts to language (mostly English) programs. In Asia, I would list 'favourable nations towards English" to be Singapore, Malaysia, (south east Asia in general), China, S. Korea. Japan continues to linger near the bottom of TOEIC scores, and looks like the government is heading away from helping the situation.

Final thought- This does not mean that Japanese citizens are not interested. There are many interested in studying English and many who are proficient. Society and government just hasn't caught up.

First, learn to speak English. THEN, learn to teach it.

Where to go depends on what country you're from and what country you have citizenship in.
