Well, first of all, look at the invitation. Does it specify any kind of dress code?
For the actual part at the synagogue, (if there is no dress code) I would reccomend wearing a skirt or dress (knee length or longer.) If it's cold, don't hesitate to wear some nice tights.
If you really don't want to wear a skirt, some really nice tailored pants would be ok too. But no jeans, sweats, or cords.
I've been to informal bat mitzfahs and worn a low-cut backless halter dress, but if you think it's going to be formal, stay away from really low-cut dresses/shirts. On top, you should wear a light sweater. No puffy jackets. No fleece jackets.
As far as makeup goes, conceal any obvious blemishes, then apply mascara and a light, shimmery shadow. Shows that you care about how you look, but doesn't look whore-y.
For the party, almost anything goes. But again: no jeans, no sweats, no puffy jackets, no fleece jackets. A cute, swirly dress that's fairly informal (Forever 21 is great for that style of dress) is perfect. Feel good about going a little bit funkier with this outfit, but don't go over the top. You don't want to overshadow the bat mitzfah.
For the party, you can wear a little more makeup-maybe a darker shadow, add a little eyeliner. Keep a light lip.

Typically, Bat Mitzvahs are nice. So I would suggest something simple for the service because you'll be sitting in for for almost 2 hours. Look cute, and MAKE SURE that you cover your shoulders, it's a rule that women shouldn't show shoulders in a synagogue. Maybe a cute dress (H&M has great ones) and a nice cardigan or sweater? I'd keep make up to a minimum.
I tell my friends to dress like they're going to a nice church. The after party is a different story; dress how is says on the invite. Look however it says, follow the theme if there is one, and stay away from wearing jeans and anything else you'd wear if you were just hanging out.

Dress smart, i wouldn't over do the makeup and get the girl a present as she only gets one bat mitzfah and saturday is shabbat as well so you could maybe greet her with the phrase, shabbat shalom!

Tone it down, if you are used to dressing kinda sexy. It is a religious service. Simplicity is the way to go......
