1) Calculate the number of moles of HCl
9.25 g = 9.25 /( 1.01 + 35.45) = 0.254 mol.

2) Calculate the molarity
0.254 mol in 28.6 ml gives a molarity of 0.254/0.0286 = 8.87 mol/L or 8.87 M if your prof prefers.
