Are you talking about Microsoft points? Enter your credit card or buy the MS point card from Best Buy, Circuit City, etc.
Go to XBL marketplace, find a listing of stuff, such as themes, gamer pics, arcade games, movies, etc. If something catches your eye, click on it. Info should show up, and if you like it, click on the option to buy it. XBL asks if you want to buy it, click yes, and your 360 should start downloading whatever you just purchased. When it's done downloading, go to the dashboard and find what you purchased.

the only way is to buy them. Occasionally Xbox will do a promotion where people with certain hard achievements or such will get some but yeah you have to buy them.
Most major stores have them - gamestop, bestbuy, target ect but they're cheaper on the xbox site.
