It's not a new theory, I'm sure that historians prior to now have thought about it, but because of how open society has become, it is opening doors to a new branch of history, one which encompasses gender and sexuality. Historians are now giving voices to people who previously had no voice in the historical world. And it could be percieved as another way of interpreting a historical figure and getting the answers you want.
Now, I am not saying that he was or wasn't gay because no one is ever going to know the true answer. Some of the evidence that these historians are point to can be compelling. For example, Hitler married his wife two days (I believe) before they ending up comitting suicide, which some will say is because he knew the end was near. But like I said we are never going to know.
Hitler was a very evil man and will always remain one of the greatest villians of the 20th century. It doesn't matter if he was gay or not because that doesn't change any of the things that he did.

I think that if you pay attention to a lot of German people (men especially) they exhibit a sort of femininity. It's possible that Hitler was more attune to the needs of men, but he would have never admitted it, for example: he was part Jewish but committed genocide on 6 million Jews.
