It is in Philadelphia County. If you were to fill out a form and you lived in Philadelphia and it asked for the county you live in, you would put Philadelphia County.

For all intents and purposes, the City of Philadelphia and Philadelphia County are the same thing, they are coterminous and have been since 1854. All the traditional functions of county government are administered by city government.
