This is a funny question in that you have so many erroneous answers. The correct answer is already posted so I m just responding for the 2 points. Philadelphia County the most populous county in Pennsylvania.

It is in Philadelphia County. If you were to fill out a form and you lived in Philadelphia and it asked for the county you live in, you would put Philadelphia County.

For all intents and purposes, the City of Philadelphia and Philadelphia County are the same thing, they are coterminous and have been since 1854. All the traditional functions of county government are administered by city government.

Philadelphia or Philly (City of Brotherly Love) is in Philadelphia County, PA, USA. I know this cause I work for the PA Public Utilities Commission.
