There are so many things you can do to use a rock for crafts, if you are a good artist you could draw the celebrities face onto the rock and paint it - I put a website in sources for you about painting rocks. You could get a hot glue gun and add arms, hair legs and even a body using paper or pompoms. Be creative and use your imagination. I am sure that if you are doing an art project you are already fairly talented so you will do fine, if you can't draw, why not find a magizine with celebraties in it and glue their face to your rock (try to get a flat cicular rock for that) and then use a paper doll shape for the body, either from mags or even paper dolls make the clothes for it! First of all, if you have to paint an actual celebrity on your rock, it should be a ROCK star.(Or not, if you don't want your friends to think you have a lame sense of humor like mine ^_^) Secondly, if you are fairly painting-savvy, you could paint it so that the rock actually looks like the person curled up in a fetal position or hugging their knees, the way some people have painted rocks to look like sleeping cats, or various woodland animals. (To see examples of this check the link below)
You could always resort to just painting their face, too, in case the body is too difficult, and then glue on a smaller body made of barbie doll or ken clothes.
Keep in mind that everyone else doing this project will no doubt resort to gluing on google-eyes and yarn hair, so if you want to be an individual you may want to steer clear of doing that. It's also going to make a difference which rock you choose - if you can find an unusual rock shape which fits what you want to paint on it, you're already a step ahead.

Great timing on your part. I just got a book called Stone Cats and the guy who wrote it paints round rocks to look like sleeping cats. Wash the rock. Sketch the picture with a pencil. Paint using water colors and water soluble markers. Use the water colors for the actual painting and the markers for the details. After paint has dried, spray the stone with varnish or some kind of "fixer."
