Well, I think you can feed it some kitten milk replacement (you can find it at pet stores) with an eyedropper ... or perhaps just whole milk, as I know KMR is very high in calories. Call a vet and ask for a bit of advice.
Unfortunately, in my experience, once a mother has abandoned her baby, it's very unlikely it will live even if it is fed. Mother (and father) hamsters are cannibalistic like that sometimes. You can keep it alive for a few days (as I was able to do in the past with an abandoned baby rabbit), but its long-term future is uncertain.

It's practically impossible to feed such a small animal. I've tried.
With mammals, the biggest danger is drowning in milk from the owner's shaky hand. This isn't just a maybe, it's a probably. You will almost certainly drown the baby hamster as you're trying to feed it.
If you really, really can't get the mother to nurse, it can't hurt to try it yourself, though. Get a compatible milk or formula, maybe goat's milk with a little egg yolk mixed in, or kitten formula. Cow's milk tends to give animals gas, which is what killed my longest-surviving hand-reared baby rodent.
Go to the vet's, and ask to buy a tiny, tiny stomach tube from them, with a 1 cc syringe, the smallest they make. This will give you the control you need. If you can get an appointment, someone can show you how to properly insert a stomach tube and explain how to feed the hamster.
If you can't get the stomach tube, use a 1 cc syringe (you can buy one at a feed store, or maybe a pet store; definitely a vet) and, as slowly as you possibly can, squeeze milk into the baby's mouth every chance you get. Six times a day is a good goal.
Another feeding technique involves a clean cotton ball. Pull a bit of it into a corner and twist it so it's smaller than the hamster's mouth. Dip it in warm milk, and see if the hamster will suck on it. If it works, this is safer than the syringe technique, because the hamster can control how much milk it drinks. Use an eyedropper to drop milk into the cotton above the twisted "nipple."
Keep the baby warm with a heating pad under its box, but give him space to get away from the heat if he wants to.
Watch him to make sure he doesn't have gas built up from the diet not agreeing with him. If his stomach is still inflated when he hasn't been fed for a while, he has gas, and it can kill him. Now you will need a stomach tube. Run it into his stomach and leave it there. If his belly deflates, great. If it doesn't, try moving it into a different position in his stomach. Try massaging his belly.Try gently sucking through the tube with the syringe. Get the pressure out of his insides, or he'll starve to death because there's no room inside of him.
Good luck, whatever happens, and don't be surprised if the hamster dies. It's what baby rodents do. If you succeed, you've earned yourself a medal.
