The cabinet is made up of political figures mostly...few are considered close advisors to the Pres, the Joint Chiefs of Staff are Admirals and Generals who are turf oriented usually fighting amongst themseves....the greatest influence is the NSA and the President's own chief of staff..
On paper its the cabinet and joint chiefs, i'm talking about the reality...
