I suspect that "dirt", like many things in life, is a matter of personal perspective. What is considered "dirty" in one place is the norm in another. And it depends on your definition of "dirty". Do you mean dirty as in bacteria? Litter? Unwashed? Environmentally? If you asked 100 people, you will find 100 different answers.

I have been around the world... to include Calcutta and most of Africa and I would have to say that Los Angeles is probably the dirtiest and getting dirtier

I lived in Benin, Africa for two years and it is indeed dirty. People throw garbage anywhere - there is no waste management system in place. The air is polluted due to vehicles that are 20-30 years old. The unpaved roads mean dust, which just makes everything dirtier too.
