You can get the Shrink Ray at Oaklore Keep Quests.Talk the the Knight at the left and from The Ninja Dojo quests to the Boxopolis, You can get the Shrink Ray, but it is a rare item, so it might take a while to get it.
Another way is Cysero's shop, but you need Dragoncoins.

You get a royal penguin shrink ray by going to the shop that has a sign of a dragon but you have to be a member because you would need dragon coins
