It's a base.
Potassium hydroxide is an ionic compound, with a positive potassium ion, and a negative hydroxide ion. (The hydroxide ion is made of an oxygen atom covalently bonded to a hydrogen atom. It reacts as a unit.)
When put into water, the polar water molecules will split up the compound into its ions.
KOH + H2O --> K+ + OH-
And the hydroxide is what gives a base the properties of a base.

Lye is used to make the Scandinavian delicacy known as lutefisk (from lutfisk, "lye fish"). Cod is soaked in lye to a jelly-like consistency, then served with bacon fat, potatoes, brunost sauce and mushy peas. Hominy is dried maize (corn) kernels reconstituted by soaking in lye.
