In the U.S. that would be U.S. citizens over 18 years of age who have registered to vote. Though, voting rights can be rescinded due to a felony conviction and, in some states, mental retardation.

Legal citizens, those that are expected to pay taxes, uphold the laws, can hold elected office and that can serve in the military voluntarily or drafted. The dead cannot vote legally, even if they are good democrats :P Nor can convicted felons.

Well, I just found out that in Venezuela from illegal to dead people can vote. Thats what I call democracy!
