Actually, sometimes you don't feel cooler. It depends on the relative humidty. If the humidty is too high, the moving air will not be effective in evaporating moisture (persperation or sweat) from the skin (which evaporation removes heat from the skin) and no cooling effect will occur. A fan in Phoenix, Arizona is much more effective than the same fan in the Everglades of Florida.

Because we have body heat that is higher than we desire to live in. So, if the fan is blowing over you it is pushing the body heat away from you, and it makes the skin temperature lower.
