It acts like it's goin to run, but all it does is restart itself before it hits windows. I tried goin in through safemode, and no luck there.

i am afraid that you will have to repair your windows like installing it again.. without formating so u can keep your stuff there...

I had the same problem. Try reinstalling windows, but, if you can't boot from the CD, chances are its the hard drive. Regardless of the software problem, you can start up using the windows CD. Now, if its the hard drive, then you won't be able to start up using windows. I tried everything, windows cd, bios, all the commands, reconfigured things, and nothing worked. So, I had to put a new hard drive in. And that only takes a couple minutes provided you get one that is compatible with you motherboard, and power supply. That is, if the problem is the hard drive. It could also be something like the Power supply overheating and shutting down, or the processor over heating. I had to fix my friends computer because his psu all but stopped working. The fan inside stopped, so then it would work for 5 minutes and shut off. But if the psu is fried, it may still attempt to turn on. It just depends on the problem.

The power supply or some other hardware may be going bad or be inadequate for the devices you have in the system.

Testing hardware failures often involves swapping out suspected parts with known-good parts. If you can't do the testing yourself and/or are uncomfortable opening your computer, take the machine to a computer repair shop

I just let someone else know this. i had my computer do this to me, when i took it to get fixed i found out that it was a worm based in Germany that this kid made because he was bored. The worm gets into your computer via Internet or sometimes it is on the disk that they originally used to program your computer and it eats away at your computer until all that it does is restart itself. My advice is to find someone to fix it. if you cannot afford that there are people out there that fix computers from their homes that charge relatively cheep for it. i hope this helps. good luck!!!
