You have to have an internet connection to the specific computer if you want to use a program like Outlook or Outlook Express to store your email addresses. However, you do not need an internet connection necessarily to have an email account. You will need access to a computer that DOES have an internet connection to set it up and use it, however. An example of this would be to use your library or something. Of course, you will not be able to check your email without going to the library or whatever.

Anyone can sign-up for a lot of free email accounts, but in order to read or send, you DO require to have access to the Internet in some form. This can be on your home computer, work computer, PDA, or even some cell phones. If your home computer is picking up someone elses wireless internet connection, this is your internet source.

One way or another, you need the internet.

No. E-mail is stored on the Internet, so your computer can't access your e-mail unless you have an Internet connection.

Sure, just go to the library, copy your emails onto a floppy, and then go home and download them onto your computer! Or if you wanted to send one; type one out, save it to a floppy disk (you could use a CD instead), go to the library, download the file off the floppy, sign in to your email account, copy the text from the file to your email, and send it!
